It sits inside the drawer, connecting the mechanism on both sides so that a push on either the left or right edge of the drawer front opens the whole drawer evenly, rather than just one corner.

On a narrower drawer like this, without a linkage the drawer could rack slightly if pushed off centre, catching on runners over time. The synchronisation bar keeps both sides moving together, so the drawer glides straight whether you press near the handle or right at the edge.
